Since 1979, we have carried out a series of reforms aimed at correcting the drawbacks in the university's existing management system in accordance with the guidelines and related instructions effected since the Third Plenum of the Eleventh Central Committee of the Chinese Communist Party. We have reorganized the leading bodies, carried out job transfers, fixed the size of establishments, formulated faculty work norms and the cadres' job responsibility system, instituted an evaluation system, offered technical services to outside units, introduced the system of the department (institute) head taking full responsibility, expanded the decision-making power of the grassroots units, issued post allowance on a trial basis, and carried out a wage reform based on duties. The adoption of these measures has initially overcome the shortcomings of overstaffing and the situation in which "everybody eats from the same big pot," aroused the enthusiasm of faculty and staff in building socialism, promoted teaching reforms, and boosted scientific research. As a result of these remarkable successes, the university has taken on a new look.
