Hierarchical analysis reveals economic and logistical barriers to spending in rural households, highlighting the need for targeted social security and infrastructure improvements.
In recent years, the Chinese government has increasingly emphasized rural economic development, and rural consumption has become a key issue in expanding domestic demand. Although multiple policy documents have promoted rural consumption upgrading, the overall consumption level in Hebei Province remains relatively low, and its growth still faces structural constraints. This paper analyzes the current situation of rural consumption in Hebei Province from four aspects: rural residents’ disposable income, consumption expenditure, consumption environment, and consumption patterns. It further constructs a framework of influencing factors and identifies key constraints through hierarchical analysis, including local economic development level, rural social security system, social security level, agricultural insurance system, and rural logistics system. The study finds that income stability, logistics infrastructure, consumer rights protection, and rural service systems play important roles in shaping rural consumption capacity. Corresponding countermeasures are proposed, including diversifying income sources, improving rural logistics, strengthening social security, optimizing the consumption environment, and enhancing rural market governance. The study provides policy reference for promoting sustainable rural consumption growth in Hebei Province.
