It has been a difficult year for Bangladesh, largely because of the worst floods in the country's recent history; the year has also seen numerous confrontations between the government and the opposition party, reports of terrorism and violence, and delays in implementing the Chittagong Hill Tracts (CHT) Accord. At the same time, there were some positive steps in curbing gender violence, improving communications between different parts of the country, helping the poor and unemployed, and strengthening local government, which despite some teething problems should pave the way for greater grassroots participation in the political process.
