It reviewed and summarized the historic achievements and abundant practice and experience of the Eighth Five-Year Plan and of the seventeen years since the implementation of the policies of reform and openness; it examined and approved the historic document "Proposal of the Chinese Communist Party Central Committee Concerning the Formulation of the Ninth Five-Year Plan for National Economic and Social Development and the Long-Term Targets for the Year 2010."
