This letter reports a discharge structure with a self-sustained photoelectron discharge. Specific to this discharge is its ability to generate electron beams with an energy of several keV and virtually 100% efficiency. A mechanism underlying the high efficiency of electron beam generation observed is proposed; the conditions required for pulse and continuous photoelectron discharge are determined.
