The article deals with the problems of the theory of administrative and legal relations. Based on a critical analysis of the main characteristics and features of administrative relations identified in the Russian science of administrative law, the author substantiates his own approach to understanding the essence and structure of these relations. Special attention is paid to such controversial issues as the mandatory participation in all administrative legal relations of public entities and their qualification as managerial and power.
