We consider the effects of disorder in Josephson-junction arrays with an average flux quanta per plaquette f₀. We show that for f₀=n+1/2, positional disorder decouples the excitations responsible for the destruction of superconductivity from other excitations so that near the critical field fc, the superconducting properties are described by the theory of integer f₀, leading to the same critical field.
