A formula proposed by the author for the calculation of the moment of inertia of a nuclear system is discussed. A simple calculation using the model of a deformed oscillator well for the mean nuclear potential gives the result M Σ Z 2 for a prolate distribution, approximately half the rigid moment; it is suggested that this result incorporates most of the effects of the residual interactions between nucleons. The problem of other potential shapes and the velocity-dependence of the potential is discussed qualitatively.
