The management of research related to acquired immunodeficiency (AIDS) is discussed as a question of public policy at the federal. Issues addressed include the slowness of the biomedical community to the problem and initiate research; the lack of integration among efforts by different federal agencies; problems related to crisis and scarce resources; inadequate exchange of technical information; the failure to see AIDS as a long-term research problem with biomedical, science, and economic dimensions.
