A diffusion theory is presented that treats the long term behaviour of strong electron rings (E layers) with and without an applied toroidal field. Loss rates and decay characteristics are predicted that are in good agreement with experimental results from the astron (see abstr. A21808 of 1972) and the Cornell relativistic electron coil experiment (see abstr. A63270 of 1972). Self consistent density distributions and changes of the E layer energy are also discussed. The average radius of the layer as a function of energy, magnetic fields, and surrounding conducting boundaries is calculated for typical experimental situations.
