Dimensionless physics expresses physical laws as relationships between pure numerical ratios. Built upon the Buckingham Pi Theorem, this work demonstrates that dimensional constants such as G, c, and h-bar are scaling factors. Through systematic nondimensionalization of Newton's law, Coulomb's law, the Schrodinger equation, and Einstein's field equations, all four interactions reduce to pure numerical relationships across three layers. We examine Pellis's dimensionless theory of everything and fractal time proposals, and connect these to Ostrowski's theorem, revealing that dimensionless constants function as ciphertexts encoding radix information. Version 1.3.1 adds falsifiability conditions, level-of-description statements, map/territory distinctions, analogy breakdowns, and confusion ownership per QNFO Physics Writing Standards.
