Appleton [1946], Bailey [1948], and other workers proved that the critical frequency of the F2 layer (foF2) and other characteristics of layer are controlled by the magnetic field of the earth. They demonstrated that results compiled all over the globe are clearly dependent on the magnetic latitude or on the magnetic dip. Repeating their tests with the results of the past twenty years we have found some anomalies, which are known in the literature as the ‘Siberian effect’ or the east-west coastal anomaly in the United States and elsewhere. In this region for a given magnetic dip there is a great dispersion of the noon and midnight values of foF2, particularly in local summer.
