The Nursing Home Community Council Project was developed five years ago as a demonstration to improve the quality of resident life through organized community involvement. Each council services a single home; is composed of residents, relatives and local citizens; and carries out a program of entertainment, education and service. Success of the project led to the Community Councils Association (CCA) that provides training and consultation. Reported are issues in organizing in nursing homes, the group-to-group approach, and providing advocacy in the context of service.
