R&D and innovation policies in regional level have a power of lowering the negative effects of inter-regional differences. In this study, R&D efficiencies of Turkish regions are analysed using Data Envelopment Analysis. The analysis is conducted using two inputs and two outputs considering 12 Turkish regions. In the first stage of the study, the efficiency scores are calculated in yearly base for the 2012–2016 period. After that sensitivity analysis is conducted to determine the most effective variables on regional R&D efficiency using average values from 2012 to 2016. According to the results, considered regions are not good at the commercialisation of the R&D results and the regions must be enhanced by some policies in commercialisation.
