A method for the calculation of electric fields produced by an arbitrary system of static external charges near a spherical interface of media with spatial dispersion of dielectric permittivity is developed. Final expressions for the electrostatic potential contains integrals from 'the inverse dielectric permittivity' epsilon -1 determined by an integral equation. The case of a spherically symmetrical system of charges is considered. An explicit expression for epsilon -1 and the potential is found for a class of dielectric media.
