The low-temperature behavior of vitreous systems is modeled by interacting two-level systems. Renormalization-group recursion relations for the behavior of d-dimensional glasses with long-range interactions which decay as x^-σ are solved nonperturbatively. For σ d there is no stable low-temperature fixed point, and the specific heat is linear at low temperatures. The marginal case σ=d appears to be Kondo-like: the low-temperature specific heat is probably proportional to -T/logT.
