This study investigates factors influencing tourists’ selection of budget hotels in the high-risk post-pandemic environment, characterized as a “poly-crisis” era. A total of 428 valid questionnaires were collected through non-probability snowball sampling. Analyzing the data using SPSS and AMOS, and expanding the Theory of Planned Behavior (TPB), the results confirm that the three core TPB predictors significantly predict stay intentions. Notably, social norms and perceived behavioral control are mediated by expected satisfaction, while personal attitudes are moderated by perceived risk. This study highlights how budget hotels meet the needs for low prices and physical distancing amidst global inflation and instability. Tourists’ accommodation choices not only consider traditional strategies but also consider expected satisfaction and perceived risks.
