The theory of light scattering from a dielectric infinitely long fiber of a semicircular cross section placed on an ideally reflecting plane is developed. It is assumed that the plane of incidence is parallel to the fiber axis. An exact analytical solution of the problem which is valid in both near- and far-field regions is obtained in a closed form. The angular distribution and the total intensity of scattered light in the case where the light wavelength is comparable with the fiber radius are analyzed in detail. It is shown that these quantities are very sensitive to various fiber characteristics such as fiber radius, radiative normal modes, and exciton resonances.
