The spatial development of the electron beam excited plasma wave spectrum is investigated by determining the wavenumber, amplitude, and frequency by means of incoherent microwave scattering. The angular dependence, relative to the beam direction, of the most unstable wavenumber is determined. In the initial linear growth stage of the plasma waves, the finite beam radius is found to give a constraint on the angular direction in which the plasma waves grow. Furthermore, microwave scattering from the harmonic of the electron plasma wave shows this to be a wave on the beam branch of the dispersion relation.
