It is shown that even when the statistical fluctuations of the ionization currents in a discharge gap are taken into consideration, the Townsend breakdown criterion still gives a satisfactory definition of the breakdown potential V s . It is further shown that electrical breakdown measurements yield critical voltages which differ from V s , so defined, by negligible amounts over a wide range of experimental conditions.
