The kinetic equation for a plasma consisting of ions and drifted electrons under the influence of an electric field is derived, neglecting electron-electron correlations. The high-frequency resistivity is calculated and its dependence on the drift velocity vD is obtained. Resistive instability was found to occur for vD1.4vₜₕ, where vₜₕ is the steady-state electron thermal velocity.
