This article examines the involvement of non-governmental organisations (NGOs) in the development and implementation of Nepal's information and communication technology (ICT) educational policy, as well as their impact on governance. This qualitative study presents findings drawn from interviews with primary school teachers and policymakers, along with observation of teachers’ utilisation of ICT in the classroom. The study reveals that NGOs play a significant role in school education in Nepal, contributing to the reform and transformation of the entire education system. The article discusses the interests of various international development organisations that exert influence on NGOs, positioning them as catalysts for foreign-driven changes in Nepal. It advocates for the establishment of criteria to regulate development organisations and reduce the country's dependence on them. Additionally, the article proposes solutions to address the challenges and potential future risks associated with the extensive involvement of NGOs in Nepal's education sector.
