A theory of fluctuations of partial polarisations in dielectrics is formulated on the basis of macroscopic phenomenological equations and thermodynamic fluctuation theory. The distinction between the high-frequency polarisability of molecules and the low-frequency dielectric behaviour of their permanent dipoles gives rise to the selection of local and non-local linear combinations of the polarisations which show simple correlations of the fluctuations. Controversial results derived by other authors are elucidated.
