Advertising regulators should recognize that advertising enhances competition, that regulation cannot prevent every possible misinterpretation, and that advertising cannot provide complete information. At the Federal Trade Commission, a consensus has long existed on these issues. Many state enforcement actions against national advertising have not followed these principles.
