Census survey reveals uneven Sendai Framework implementation across civil protection officers, indicating distinct adaptation profiles shaped by perceived governance conditions.
The article analyses the internalisation of the Sendai Framework in Greek civil protection, introducing the concept of asymmetric institutional adaptation. Through a census survey of civil protection officers ( N = 74), the findings indicate uneven self‐reported implementation across the measured dimensions. The analysis indicates the emergence of three adaptation profiles, which were associated with perceived governance and learning conditions. Despite the limitations of the small sample size and the focus on a single organisation, the findings highlight systematic intra‐organisational divergences. Greece is a critical case due to the combination of high‐risk exposure and documented implementation gaps, offering useful indications for risk governance in bureaucratic environments with limited resources.
