The spin-dependent potentials in the formalism of Eichten and Feinberg and Gromes are generalized. Consistency of the observed spin splittings in the J/{ψ} and {Υ} systems with QCD imposes stringent constraints on the type of nonperturbative spin-dependent forces allowed.
