Because social workers and their clients are primarily women, women's concerns should be moved from the periphery of the profession to its center. This issue is linked in this article to existing global political realities regarding women and social work policies and practice. In this regard, three concepts are discussed: the historical division between sex and race, which has reached international proportions, the social work ethic of self-determination, and the primacy of perceptions of and about women.
