The phenomenological theory of the deuteron charge distribution is discussed. Finite nucleon sizes are included. The theory is applied to the deuteron quadrupole moment, the low-energy photonuclear reaction γ+d→n+p, and elastic electron-deuteron scattering. It is shown that these phenomena can be given a consistent phenomenological treatment under the simplest assumptions.
