A method for constructing low-frequency asymptotic expansions of the wave field around a partially submerged cylinder, vertically oscillating on the free surface of an ideal liquid, is derived, based on a multipole-expansion theorem for the wave potential [J. Engrg. Math., 18 (1984), pp. 181–194]. A five-term expansion for the potential is constructed and its validity is rigorously established. Asymptotic expansions for the added-mass and damping coefficients are also given, extending the corresponding results of Ursell [Quart. J. Mech. Appl. Math., 2 (1949), pp. 335–353].
