As it is well known, since 2023 higher pedagogical education has been carrying out reforms aimed at transitioning to the “University 4.0” model based on the Concept for the Transformation of Higher Education into the “University 4.0” model. In connection with the transition of Kyrgyzstan education system to twelve-year school education, on the basis of the Concept for Transition to Twelve-Year School Education in the Kyrgyz Republic (Resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 654, dated 30.10.2024, Bishkek, 2024), pedagogical universities in the country have begun studying a new system of teacher training based on the Singaporean experience. Therefore, under the conditions of the “University 4.0” model, many pedagogical universities are searching for new forms of personnel training. Therefore, the article considers the problems of institutions of higher vocational pedagogical education; analyses the experience of the National Institute of Education of Nanyang Technological University; presents information on the organizational structure of managing the National Institute of Education of Nanyang Technological University; proposes a model for training future teachers for twelve-year general education institutions. The authors conclude that the scholarly works of J. A. Comenius and J. Locke played an important role in forming and developing the organizational structure of the Singaporean system of pedagogical education.
