The selection of consulting engineering firms for professional services is done by clients in a number of ways. Too many times, the client makes his selection on price rather than qualifications. The profession can be upgraded by assisting potential clients in establishing a policy and procedure for procurement of professional engineering services. The recommended selection procedure for selecting a consulting engineer involves: (1) Soliciting qualifications of firms; (2) conducting an explanatory meeting; (3) receiving consultant proposals; (4) selecting firms to interview; (5) conducting interviews; (6) negotiating a contract with the selected firm. This procedural policy is outlined on a step‐by‐step basis so clients can readily adapt this policy to fit their particular situation. Copies can be made of this material and given to prospective clients for their use in selecting the best firm for their work.
