A specific hydrologic model of a stream‐alluvial aquifer system was developed for the purpose of designing rules and regulations which maximize the beneficial uses of the waters of a State within the law. The model is particularly suited when decisions on pumping rates are to be reviewed on a frequent regular basis. The procedure is illustrated on a simplified case for which the river loss influence coefficients can be obtained by a combination of analytic derivations and algebraic manipulations.
