The comprehensive development index system of the two major industries is established, and the development characteristics and the interactive development system are summarized. Through the measurement model, the interactive development of the two major industries is analyzed. The example analysis shows that the measurement model is highly effective, and there are regional differences in the interactive development of the two major industries.
