The inscription CIL Mil, 20627, found by S. Gsell about 60 kms west of Sitifis, in a region where the plains meet the hills, commemorates the creation of an annual fair. Set back into its geographical context and connected with archeological documents found in other places, this testimony shows what the commercial, religious and legal functions of these meeting-points of the North African tribes were like, and how the Roman power controlled regions that still set great store by their traditional way of life.
