The Penn dielectric function is often used in the theory of semiconductors. It is shown that although the Penn model is reasonable as regards the electronic spectrum it considerably overestimates the interband matrix element. A correction factor is determined by group theoretical considerations and is shown to give agreement with an appropriate effective mass.
