The extremely inhomogeneous distribution of the Hall potential and current observed experimentally in quantum Hall samples is explained in the framework of phenomenological electrodynamics. The effect is mainly due to the strong dependence of the longitudinal conductivity on the filling factor in the plateau region of the Hall resistance.
