A thermal Green function theory of Raman scattering is developed. The scattering efficiency can be obtained from the thermal Green function (the thermal average of the chronological products of the current and density operators) by doing analytic continuation. The theory is intended to be applied mainly to the scattering by metals and the skin effect at metallic surface is correctly treated, although it is applicable to any scattering processes. The efficiency is calculated for the scattering by one-electron excitations in normal metals, and the total efficiency is estimated to be generally 10 -11 ∼10 -12 .
