We consider the result that transient moments of a Fokker-Planck equation may have a long-time decay constant which is smaller than the smallest eigenvalue of the Fokker-Planck operator. We find the general mechanism by which such decay constants can be generated, and show how to obtain such decay constants from the expansion in eigenfunctions.
