Policy review reveals critical gaps in crime prevention for at-risk youth, suggesting an early four-phase intervention model to support vocational education.
This study analyzes the Guanajuato State Program for the Social Prevention of Violence. The program is a resilient tool mainly aimed at people over 18 years old, but this age is usually late to implement effective preventive measures. Moreover, the measures contained in the program do not seem to place special emphasis on students that are at a higher risk of committing crimes, nor they focus on promoting professional education among those students. For these reasons, this study proposes a new approach to reinforce the program consisting on four phases: identification, to identify students at risk and evaluate whether they should start higher education or be diverted to professional education; communication, to discover their future prospects and explain the options to them; orientation, to show them those options with visits to factories; and consolidation, to provide them with a small monthly stipend to guaratee the completion of their studies.
