Case study meta-analysis uncovers key drivers of inequality in European transition policies, highlighting actionable pathways to ensure inclusive green and digital transformation.
This report examines how policies supporting the green, digital and twin transitions in the European Union (EU) shape inequalities across the policy cycle. It presents the findings of six case studies from EU Member States, identifying main drivers that reinforce or mitigate inequalities. It includes a meta-analysis of the case studies, identifying underpinning factors of inequalities as well as synergies of transition policies with broader policy areas that support mitigating the inequalities. The analysis also presents five inequality pathways and proposes policy actions to support more inclusive and equitable transition policies across Europe.
