This paper presents a theoretical expression for the bistatic radar return without neglecting terms involving partial derivatives of the surface, as is done by other workers. A better method of evaluating the integrals involved is shown in which no approximation needs to be made of the autocorrelation function. The final results are specialized to backscatter case to permit comparisons with the lunar radar observations. They appear to fit the lunar observations over a wider range of angles than previous theories.
