Neoclassical predictions for particle and energy transport in tokamaks are not in general compatible with experiments. Neoclassical theory also makes a closely related prediction concerning the existence of toroidal-flow-driven currents. We propose here an alternative derivation of toroidal-flow-driven currents, which at the same time provides a phenomenological description (in particular the Coppi-Sharky particle flux) of the observed particle and energy transport.
