Photonic Universe Hypothesis (PUH) — Location Result and Reconciliation. WHAT CONFINES THE PHOTONS IN A PLANCK CORE? THE QUESTION. If tension near a Planck core unfolds spacetime and releases high-energy photons into it, what keeps them there? TWO MECHANISMS WERE TRIED AND BOTH FAIL; they are recorded because the failures are instructive. (1) A ONE-WAY MEMBRANE, absorbing on one face and reflecting on the other, BREAKS LORENTZ RECIPROCITY, which a passive surface cannot do. (2) A MODE-COUNTING BANDGAP fails on computation: a generic unsaturated configuration has ALL 240 root directions active, while saturating Casimirs CENTRALIZES directions and thereby REMOVES them — 114 active at one wall, 156 at another. THE INTERIOR HAS FEWER ALGEBRAIC MODES, NOT MORE; THE ARGUMENT RUNS BACKWARDS. The failure was a conflation of two things called "mode": which root directions couple, and which frequencies the lattice can sustain. RESULT 355.1 (the interior has no modes at all). The answer was filed in April 2026. T180 states directly: "Inside the Planck Shell (Phase III), the E8 geometry is continuous — no lattice, no nodes, no propagation. The speed of light is undefined inside a Planck core because Phase III has no phase-mode structure." THE PHOTONS THEREFORE CANNOT BE IN THE INTERIOR — not a different medium, NO MEDIUM. They must be on the Shell's inner face, WHICH IS THE ONLY PLACE AVAILABLE. This is not a modelling preference but THE FRAMEWORK'S SOLE REMAINING OPTION, following from a theorem filed four months before the question was asked. RESULT 355.2 (confinement is ordinary wave mechanics). T292 already places photons in the coroot-welded TANGENT sector and gravitational waves in the transverse BULK. A surface mode carries k∥ > ω/c while a bulk wave requires k = ω/c: THE SURFACE MODE SITS BEYOND THE LIGHT LINE AND HAS NO BULK WAVE TO BECOME. It is neither reflected nor blocked — it has nowhere to convert to. This is how surface polaritons behave in the laboratory, where a prism or grating must supply the missing momentum before one can be coupled out. AND THE FRAMEWORK'S SUBSTRATE IS NAMED FOR THIS CLASS OF EXCITATION. RESULT 355.3 (a geon whose leak has been removed). A geon is a gravitationally self-bound electromagnetic wave (Wheeler, 1955), abandoned because geons LEAK: trapped radiation converts to an outgoing wave and the object evaporates. THAT LEAK REQUIRES AN OUTGOING CHANNEL, AND THIS FRAMEWORK HAS NONE — inward, because the interior has no phase-mode structure (T180); outward as a bulk wave, because a surface mode is beyond the light line; outward by reflection, because the Shell absorbs (T307, T308). A GEON WHOSE RADIATION HAS NOWHERE TO GO IS STABLE. The force balance is of the right form and order: a photon on a circular path requires centripetal force E/r and so presses outward with that force, balancing shell self-gravity GM²/2r² at r = GM/2c² — the same order as the Shell. RESULT 355.4 (saturation and occupancy are one condition). The archive already prevents singularities by Casimir saturation, so photon support would be a SECOND mechanism, and two mechanisms for one outcome need reconciling rather than stacking. THEY RECONCILE EXACTLY: E_P/l_P³ = 4.63406×10¹¹³ J m⁻³ = ρ_P c², RATIO 1.000000. One photon at the Planck frequency occupying one Planck volume IS Planck density — not approximately, identically, because both are built from the same three constants. Casimir saturation says the modes are at maximum; occupancy says they are maximally filled; and T177 already states the full spectrum is ACTIVATED at λ*. ACTIVATION IS OCCUPATION, so there is no second mechanism to reconcile. AND THE DENSITY FLOOR BECOMES A COUNTING STATEMENT RATHER THAN A POSTULATE: the core cannot collapse further BECAUSE THERE IS NO CONFIGURATION WITH MORE LIGHT IN LESS SPACE. WHAT IS NOT ESTABLISHED. The force balance is Newtonian and the regime is not: it places the balance at 0.50 GM/c² against the Shell's 2.15 GM/c², A FACTOR OF 4.3 THIS NOTE DOES NOT EXPLAIN. The density identity HOLDS BY CONSTRUCTION, so Result 355.4 is a consistency check and not a derivation — showing the occupancy reaches exactly one per cell AT the Shell radius requires a counting the archive has not performed. And whether the tangent sector at the Shell is a BOUND branch rather than a radiative one is assumed rather than shown. KILL-CONDITIONS: (i) if Phase III does have phase-mode structure after all — if T180's statement is an idealisation rather than a result — Result 355.1 fails; (ii) if the tangent sector at the Shell is radiative, Result 355.2 fails and the geon leaks like any other; (iii) if a relativistic treatment puts the balance radius far from the Shell, the geon reading is wrong even if the confinement is right; (iv) if the occupancy at the Shell is not one per Planck cell, Result 355.4's identity is a coincidence of units. NOT CLAIMED: that the core has been SHOWN to be a geon, only that it has a geon's structure and lacks a geon's instability; that the force balance is derived; that Casimir saturation is replaced — IT IS RE-READ, NOT SUPERSEDED; that the photons have been counted; or that any of this is new physics — the surface-mode confinement is standard, and WHAT IS NEW IS ONLY THE OBSERVATION THAT THE FRAMEWORK'S OWN FILED STATEMENTS FORCE IT.
