The strategy developed for the University of Rhode Island Coastal Resource Management Project in Ecuador is described. This strategy relies on “working groups'’ and differs from traditional coastal zone management planning strategies prevalent in “First World”; countries because of its flexibility and informality—factors that facilitate maximum participation of interested agencies and constituencies while avoiding institutional rigidity.
