The effects of the spontaneous emission of phonons together with the electron heating are used to explain main features of the current-voltage characteristics near the breakdown of the quantum Hall regime. It is shown, that while the conditions for the existence of phonon emission establish the value of the critical dissipationless Hall current the electron heating determines the conductivity of the dissipation regime. The approximate value of the electron temperature of the overheated electron system is derived. The zero lattice temperature is considered.
