Motion of electrons in a static magnetic field and a transverse random electric field is analyzed. A plasma consisting of ``test particles'' is found to extract energy from the electric field. Heating proceeds linearly in time, and the plasma retains a Maxwellian velocity distribution. The heating and diffusion rates have been computed in terms of the power spectrum of the fluctuating electric fields of arbitrary strength.
