In the past, H was considered as a basic field in electromagnetism and B as a derived quantity. In modern times the inverse situation prevails. We discuss the advantages and disadvantages of these possibilities and we develop for Maxwell's equations a manifestly covariant formalism using E andH as primary fields and D and B as derived quantities. {} 1996 The American Physical Society.
