A new interpretation is presented for the smectic A-smectic C transition of liquid crystals in terms of the topological order proposed by Kosterlitz and Thouless. It is suggested that in the smectic C phase some kinds of point singularities cannot exist individually but in pairs, while in the smectic A phase they move rather independently because of the dissociation of the pairs. The reasonable value of the critical temperature is obtained.
