Scoping review protocol reports evidence on health information systems across administrative tiers in Nepal, highlighting systemic data management challenges.
This scoping review will map the extent, range and nature of the evidence on health information systems in Nepal published from 1 January 2015 onward. The date boundary corresponds to the promulgation of Nepal's federal Constitution in September 2015, which initiated restructuring of the health system into federal, provincial and local tiers. The concept is operationally defined using the World Health Organization's Health Metrics Network Framework and its six components: health information system resources; indicators; data sources; data management; information products; and information use. A source is eligible only where one of these components is itself an object of study, description, assessment or intervention, not where it is merely the provenance of data used to answer some other question. The review follows JBI methodology for scoping reviews and will be reported according to PRISMA-ScR. Consistent with scoping review methodology, critical appraisal of individual sources will not be undertaken, and no graded recommendations for practice will be made. Screening will be conducted independently and in duplicate by two reviewers at both title/abstract and full-text stages, with inter-rater agreement measured and reported.
