The recently observed kinetic effect [R. W. M. Hoogeveen and L. J. F. Hermans, Phys. Rev. Lett. 65, 1563 (1990)] due to a light-induced velocity-selective heating or cooling is incorporated into the standard kinetic theory based on a generalized Boltzmann equation. The measured pressure difference results from a spatially inhomogeneous heat flux analogous to the thermal pressure which Maxwell had anticipated for rather different experimental conditions.
